The presence of other duties has prevented me from attending to your application of the 14th instant before this. In referring to the records of this Court I find that the same parties viz George Duddell, and Life Witting moved, respectively the former on the 5th instant, and the latter on the 30th May preceding for infractions of the same provisions of the same Ordinance No 8 of 1856.
I have no power in law, to reopen a case which has been finally adjudicated, unless upon fresh cause to be shewn, I shall thank you to appear at this Office, either personally or by Deputy at your convenience and shew such fresh grounds as may justify me in ordering a rehearing of the case in question, or should your application of the 14th inst. embrace a fresh infraction of the Ordinance not comprehended in the former decisions, I have the honor to request that you will state specifically what that fresh infraction is that the same may be set forth in the summons in the usual way. I may mention for your guidance in future cases, that it has been the custom of this Office, acted upon for years past by my predecessor, and one from which I must decline to depart; that every applicant for redress at this Court should state the specific grounds of his grievance in order.
